Practice Leader

Serving as Vice President of Operations, Chief Technical Officer and Water Planning Practice Leader, Ellen is responsible for managing corporate operations, driving technical excellence, and overseeing Plummer’s water planning services. Ellen is a nationally recognized expert in water reuse. She has served on numerous state and national committees, as well as professional organizations, relating to the implementation of both nonpotable and potable reuse programs.

Plummer has provided water quality and permitting support to the Abilene Hamby Water Reclamation Facility.

Tarrant Regional Water District George W. Shannon Wetlands Water Reuse Project

Plummer teamed with TRWD and partnered with the Texas Parks and Wildlife Department (TPWD) on a unique water reuse project using natural systems—the first of its kind in the country.

North Texas Municipal Water District East Fork Water Reuse Project

As one of the largest projects in Texas using reclaimed water to augment a surface water supply source, the East Fork Water Reuse Project provides NTMWD with over 102,000 acre-feet of water per year.
