The South Wastewater Treatment Plant membrane bioreactor (MBR) facility, adjacent to the Post Oak Creek Wastewater Treatment Plant on a greenfield site, includes 30-inch to 54-inch-diameter collection system pipelines; influent screening and pumping; preliminary treatment including grit removal and fine (1 mm) screening; a 4-MGD flow equalization basin; activated sludge biological treatment including anoxic and aerobic treatment; membrane bioreactor basins; a support building with control room, offices, restrooms, storage, and an electrical room; return and waste activated sludge pumping; electrical and control systems; backup generators; and a sludge storage tank. Improvements to the Post Oak Creek WWTP include a new relift pump station and new tertiary cloth filtration. Significant challenges for the project arose due to the industrial user needs and schedule. The City selected a Construction Management at Risk delivery method to bring the contractor on board early and allow construction to proceed while design continued to progress. Procurement of long-lead items began even before the contractor was engaged, and the Plummer team structured the design sequence to facilitate construction.
Plummer is currently serving in a third-party construction management and inspection role for the Sabine Creek Wastewater Treatment Plant expansion.
Plummer is providing construction observation services for 35 miles of 66-inch steel raw water pipeline.
As a result of Tinker Air Force Base expanding eastward and closing public road access, the existing 60-inch potable water transmission main needs to be relocated.
